Frances grew up in Puerto Rico and then moved to Oklahoma in 1999 with her husband and three young children. She is fluent in both English and Spanish. While raising her children in northeast Oklahoma, Frances grew to appreciate the amazing spirit unique to the area she continues to call home. She has a Bachelor of Science Degree in Leadership and Human Resources from Oklahoma Wesleyan University. She remains connected to the community through volunteer work with her church and other nonprofit organizations. In her free time, she enjoys traveling near and far, attending baseball games, shopping, and spending time with family and friends.
